Blackwater Project

Regulatory and scientific expertise means a smooth permitting process for a complex mine design

New Gold Inc. (New Gold) proposes to develop the Blackwater Project, a gold-silver mine located 160 km southwest of Prince George, in central British Columbia. Palmer Environmental Consulting Group Inc. (PECG) was retained by New Gold to lead the Fisheries Act permitting and provide fisheries expertise and responses to regulatory information requests during the review of the application of an environmental assessment certificate.

PECG’s involvement with the Blackwater Project began in 2013 when we were retained by AMEC Environment & Infrastructure, which completed the project’s environmental assessment application, to assist with the fish habitat offsetting plan.

PECG is currently developing the fish habitat offsetting plan, which has so far been advanced to the preliminary design level, that will accompany the application for a Fisheries Act authorization for the project. PECG also leads the preparation of technical responses to information requests. These requests require a strong understanding of the project, regulatory requirements, and fisheries science. The technical expertise provided by PECG’s team relates to instream flow needs, fish genetic diversity and imprinting, water chemistry and temperature effects, and natural channel design.
